China and the European Union are at odds over the future of the United Nations carbon market and the Kyoto Protocol, a rift that threatens agreement at next month’s ministerial climate-change conference in South Africa.
The EU has “moved the goal posts” in negotiations to extend Kyoto, an emissions-control agreement that lapses at the end of 2012, Su Wei, the lead Chinese negotiator said yesterday in an interview at UN-sponsored talks in Panama City. The EU is seeking to broaden the accord to include commitments from developing nations such as China, India and Brazil.
A failure to agree on new Kyoto limits would dry up the future of the UN’s eight-year-old carbon market, worth $7.8 billion at current prices, Su said, publicly linking the fate of an agreement and trading for the first time. The breach threatens progress on a fund to help developing nations adapt to the impacts of climate change and efforts sought by the U.S. and richer nations to bolster the system to monitor country emissions pledges. The following articles claim UVB (ultraviolet radiation in the 270-320 nanometer [nm] band) had been the only/main suspect in causing skin cancer but that is really quite wrong. This assertion appeared in 2004 and represented a paradigm change. (links in our ozone page)
UVA (320-400nm) is and has always been the prime suspect in deep tissue penetration and genetic damage leading to melanoma while UVB, which can cause sunburns, has always been (and still is) otherwise considered benign/beneficial. UVC (<270nm), which would cause severe burns with short exposure but does not penetrate the atmosphere, blocked completely by atmospheric oxygen (O2) in addition to ozone (O3).
The only reason we can find for the reversal of paradigm and “villain switch” is that UVA is not blocked by stratospheric ozone at all and made a lie of claims that alleged stratospheric “ozone depletion” would lead to an increase in skin cancers. UVB is blocked to some extent by ozone (and thick cloud) and thus had to be made the villain of the narrative.
The claim that stratospheric ozone creates some sort of “life shield” around planet earth is and always has been utter twaddle – simply an excuse for the Montreal Protocol and the assassination of useful chemical compounds.

NASA Leads Study Of Unprecedented Arctic Ozone Loss
WASHINGTON — A NASA-led study has documented an unprecedented depletion of Earth’s protective ozone layer above the Arctic last winter and spring caused by an unusually prolonged period of extremely low temperatures in the stratosphere.
The study, published online Sunday in the journal Nature, finds the amount of ozone destroyed in the Arctic in 2011 was comparable to that seen in some years in the Antarctic, where an ozone “hole” has formed each spring since the mid 1980s. The stratospheric ozone layer, extending from about 10 to 20 miles (15 to 35 kilometers) above the surface, protects life on Earth from the sun’s harmful ultraviolet rays.
The Antarctic ozone hole forms when extremely cold conditions, common in the winter Antarctic stratosphere, trigger reactions that convert atmospheric chlorine from human-produced chemicals into forms that destroy ozone. The same ozone-loss processes occur each winter in the Arctic. However, the generally warmer stratospheric conditions there limit the area affected and the time frame during which the chemical reactions occur, resulting in far less ozone loss in most years in the Arctic than in the Antarctic. My 1995 Resignation Letter From The IPCC
In 1995 I was invited to serve as a contributing author to their Chapter which dealt with regional climate modeling. I sent in recommended text and papers. All of this material was ignored (as it was in 1992 when I was asked to review several chapters in the IPCC supplement report). Subsequently, in 1995 I sent the letter below in which I resigned from the IPCC. I recently again came across this letter and, in rereading, it still accurately expresses my 2011 views on the IPCC perspective. (Roger Pielke Sr.)

There was a time when I believed the marketing spin. The Intergovernmental Panel on Climate Change (IPCC) was comprised of the world’s top scientists. These men and women were providing a service to humanity. Rather than golfing or sailing they were volunteering their weekends. Objectively assessing the available scientific evidence, they were writing careful, impartial reports on whose integrity we could all depend.
But that was before I did some basic fact-checking. Before I discovered that this organization is riddled with activists.
For every circumspect scholar who behaves in an upright and professional manner there’s another whose judgment is impaired. Blatantly and obviously so. Any scientist who gets into bed with lobby groups such as the World Wildlife Fund (WWF) is not a scientist who should expect the public to trust him.
Sorry, folks, but this is too important. We’re being told that, in order to save the planet, we have to restructure our economies, diminish our lifestyles, and even change our values. Well before I do any of those things I need to be assured that the people who’ve arrived at these conclusions are above reproach. I need to know there’s no funny business going on. (No Consensus)

Call for an Open Debate on Climate Science.

Free Speech is central to the maintenance of Democracy, as the US Founding Fathers recognized by enshrining it as the First Amendment, which says in part,
“Congress shall make no law…abridging freedom of speech.”
Americans must cherish and defend their freedom of speech at all costs.
Global warming and subsequently climate change were transport vehicles for a political ideology to replace free market capitalism by claiming it’s byproduct, CO2, was exhausting world resources and destroying the planet. This was an extension of the Malthusian idea adapted by the Club of Rome in the 1960s that it accelerated the overpopulation problem and endangered all resources, not just food supply.
It also became part of the new larger vehicle, the paradigm shift created by environmentalism. The combination gave proponents of the hypothesis that human CO2 was causing global warming and climate change the moral high ground. They joined a few environmentalists who already claimed only they cared about the environment. It’s an arrogant outrage because we all care about the environment, but the outrage is amplified as the environmentalists use the environmental issue to push a political agenda. (Tim Ball)
Unfortunately there seem to be a number of translation errors in this piece as PlayStation® climatology and propaganda is confused with actual science but bear with it, it’s interesting to see the growing desperation of the UN propagandists.
EU climate chief ‘shocked’ at US debate

European Union climate chief Connie Hedegaard is disposing of diplomatic niceties when describing U.S. political battles over climate change.
“I’m shocked that the political debate in the U.S. is so far away from the scientific facts,” she said, according to The Copenhagen Post.
“When more than 90 percent of researchers in the field are saying that we have to take [climate change] seriously, it is incredibly irresponsible to ignore it. It’s hard for a European to understand how it has become so fashionable to be anti-science in the U.S.,” Hedegaard said in the Post account, which reprints comments she made to the Danish paper Politiken.
“And when you hear American presidential candidates denying climate change, it’s difficult to take,” she said. (E2 Wire)

What is the WWF?
In the United States and Canada the initials WWF stand for the World Wildlife Fund. Elsewhere, this organization calls itself the World Wide Fund for Nature.
The WWF is an activist lobby group. On its website one finds declarations such as:

WWF’s vision of an eco-friendly future includes an entirely new layer of regulation, bureaucracy, and international law. Or, as the WWF phrases it:
a global legal framework…to ensure that governments can verify each other’s actions. [see here, backup link here]
Members of the voting public have never been asked if they want to pay for this new layer of bureaucracy, if they want to live under its restrictions, or if they think it’s even a good idea. The WWF you see, knows what’s best for all of us. (No Consensus)
